Why a public debate?
The ‘Environment Status Report 2011-12’ prepared by Pune
Municipal Corporation was presented to Standing Committee on 30th August
2012 and later in the General Body of the PMC, where it was approved on 5th September
2012. This means that all the elected representatives, i.e., our corporators
who represent us are in agreement with the contents of this report and have
accepted and approved the report.
However, many citizens have reason to disagree with the
contents of this report and have some very serious allegations against it. They
are also concerned about the method of preparing this report.
Therefore we feel a need to conduct an open debate to
discuss this report and give a platform to these voices.
Who will participate in this debate?
This debate will take place between the officers of the
Pune Municipal Corporation who took part in the process of preparing the report
and the citizens who are in disagreement with the contents of this report. Each
group shall have no more than 5 participants.
Method of this debate
Every point of disagreement will be presented and the other
group will respond to the concerns. This will be followed by discussion, which
will continue until both the groups reach an agreement. This agreement will
then be documented and signed by both the parties.
The debate will be moderated by a senior person.
Joint Declaration
Within a week after the debate, the debating teams will present
a joint declaration to the citizens of Pune.
Documentation
The debate will be documented thoroughly, with the help
of citizen volunteers. The documentation will consist of video recording of the
entire proceedings and a written documentation of every point discussed in the
debate as well as the conclusions.
Place of the debate
The debate will be conducted in premises chosen by the
citizens. It will be the collective responsibility of the citizens to organise
this debate.
